On Friday, May 30, 2025, a ceremony was held at the Cabinet Office building to present the "Promotion Measures for Building a Quantum Ecosystem," marking a significant milestone in sharing the commitment to strategic social implementation aimed at industrializing quantum technology and strengthening international competitiveness.

These measures aim to create new industries utilizing quantum technology and solve societal challenges, seeking to build a sustainable quantum ecosystem through public-private collaboration. Key areas of focus include strengthening the technological foundation, human resource development, promoting international standardization, and supporting startups.

At the presentation ceremony, Taro Shimada (Representative Director of Q-STAR), acting as a proxy for Kohei Itoh (President of Keio University) who chairs the "Quantum Technology Innovation Council," took the stage. He explained that these promotion measures outline a vision for a future society opened up by quantum technology and provide directions for maximizing Japan's strengths, such as its R&D capabilities and industrial base. He further explained that the measures were compiled to build a sustainable and internationally competitive quantum ecosystem through the unified efforts of technology development, policy formulation, and industrial implementation. He also stated that Japan should aim to combine its strength in a "vertically integrated ecosystem based on manufacturing" with the "platform-based ecosystem with promoted division of labor" that is essential in the digital age.

Quantum-related organizations and companies, including Q-STAR, will now develop concrete initiatives in various fields in line with these measures, connecting Japan-originated quantum innovations to the world. Towards the possibilities of a future society opened up by quantum technology in areas such as drug discovery, materials, finance, disaster prevention, and security, the formation of an ecosystem through public-private collaboration will become increasingly important.
