Japan’s Q-STAR (Quantum STrategic industryAlliance for Revolution) and Finland’s VTT (VTT Technical Research Centre of Finland) signed a Memorandum of Understanding on 7 October 2026, establishing aframework for closer collaboration between two leading quantum ecosystems. Thepartnership aims to advance the development and commercialization of quantumtechnologies by promoting information sharing and encouraging collaborationamong industry and research organizations. The collaboration aims to create newopportunities for innovation, business growth and societal impact. 

The agreement establishes aframework for collaboration between Q-STAR, Japan’s leading industry alliancefor quantum technologies, and VTT, one of Europe’s leading research andtechnology organisations. Together, the organizations will strengthen connectionsbetween the Japanese and Finnish quantum ecosystems fostering innovation andthe commercialization of quantum technologies. 

Quantum technologies have thepotential to transform a wide range of sectors like healthcare, finance,telecommunications, energy and mobility. Recognizing both the strategicimportance and global impact of these emerging technologies, VTT and Q-STAR sharea common ambition to build a strong, internationally connected quantumecosystem that accelerates the industrial exploitation of quantum.

Finland and Japan have both madesignificant investments in quantum science and technology and areinternationally recognized for their leadership in the field. While the quantumindustry is still at an early stage, it is expected to grow rapidly over thecoming decade. Building a sustainable quantum industry will require more thantechnological advances alone. Success will also depend on developing talent,establishing standards and regulatory frameworks, promoting internationalcollaboration and trade, and ensuring access to both public and privateinvestment.
