Quantum STrategic industry Alliance for Revolution (Q-STAR)
Q-STAR and NQCP Sign MoU to Strengthen Japan-Denmark Collaboration
in Quantum technologies
The Quantum STrategic industry Alliance for Revolution (Q-STAR) and the Novo Nordisk Foundation Quantum Computing Programme (NQCP), based at the Niels Bohr Institute of the University of Copenhagen, have officially signed a Memorandum of Understanding (MoU) to enhance industry-driven collaboration between Japan and Denmark in the field of quantum technology.
This agreement marks a significant milestone in establishing a cooperative framework for the global advancement and societal implementation of quantum technologies.

Quantum technology has the potential to revolutionize a wide range of sectors, including healthcare, mobility, finance, environment, and energy. However, challenges remain in areas such as education, standardization, intellectual property, and funding—necessitating regulatory development and financial support from governments.
Under this MoU, Q-STAR and NQCP will promote engagement among key stakeholders—including startups, SMEs, large enterprises, investors, government bodies, and research institutions—in their respective countries and regions. The aim is to facilitate the exchange of information on goals and approaches toward the commercialization of quantum technologies while providing a common language for enabling research through their respective frameworks.
The two organizations will focus on the following areas of collaboration:
- Sharing information through conferences, exhibitions, webinars, and other events
- Conducting joint projects
- Establishing open collaboration frameworks to support the commercialization of research outcomes
- Issuing joint statements and policy recommendations
- Promoting their respective frameworks: the Pathfinder Framework (https://zenodo.org/records/17158002) and QRAMI
Q-STAR and NQCP will also work closely with government agencies to contribute to the growth of the quantum industry in both nations.
About Q-STAR
Q-STAR (Quantum STrategic industry Alliance for Revolution) was established in Japan in September 2021 to create new industries and business opportunities based on quantum technology. Now Q-STAR has 137 members. Its members come from various business sectors, including startups, small and medium-sized enterprises, large corporations, and academic institutions. Q-STAR is determined to proactively collaborate with organizations in diverse fields globally, transcending industry and corporate boundaries, to develop the quantum technology-related business of the future.
About NQCP
NQCP (Novo Nordisk Foundation Quantum Computing Programme) is a quantum computing research and development institution based at the Niels Bohr Institute of the University of Copenhagen in Denmark. It is dedicated to building general-purpose quantum computers and advancing research on quantum algorithms and their applications. Through the development of quantum technologies aimed at solving challenges in the life sciences, NQCP contributes to the advancement of quantum physics.
